What can I do? Honestly?

(This is on Server three)
Well, this all started about a month or two ago.
A user called EliteLee sent out one scouting party to each of my cities. When I questioned him, he basically said that he was going to attack me with his main.
About a day later, his main , a user called Silly, created a new city RIGHT next to my cities (it is at 365:137). He then attacked my main city and sub city about once every two days with maxed out armies for his lvl.
He contacted me and said he wouldn't stop until I quit. This has been going on for about a month now. When I questioned why he was doing this, he simply replied with "lol" and another attack.
I have tried being polite, but that doesn't work. My alliance can't help, as we are in the middle of about three or four different wars. I can't move my cities away, as he'll just find them again, and because I have no coins.
Is there anything I can do? Thanks a lot.

All I can try to do is advice. Act like you quit for awhile when your back on your feet, simply use all your resources and hopefully he forgets about you.if he starts farming again use your resources before every attack and hide your troops so he gets nothing

Unfortunately, that's exactly what I've been doing. It doesn't seem to work.

Ask a high ranked player to help you. They always want to have some decent prestige gain

Honestly, I'd be just as annoying. You don't have to have high level alliance members to cause strife.
Get all your members to start stealing their oasis' and forts. Let the troops you can't feed without oasis and keep it to basics.
From there, continue to harrass them and starve them. If you let all members know it is due to their leaders actions, they'll likely start looking for other alliances.
When you starve them, pm all high ranking players to let them know there's troops home and they're welcome to the prestige.

Somehow my hunt canceled itself, and he attacked me again. I lost 1k prestige and 10 city loyalty.
Can I contact an admin or something, because he is never going to stop.
