i scout everyone within ten minutes of me unless their 3 levels above me unless their alliancless.. i scout them full and get the exact resources and send the number divided by 20 in infantry so i can actually hit 3 at once

i really couldnt be bothered with the 20 sec window lol. . . i understand that it takes time to steal from someone you cant just arrive at someones city and teleport the resources

Totally agree with you. This game needs to keep some of its realistic features.

realistic? you realise those 20seconds are the battle phase, if they had men as soon as the last one dies you get the resources so no this is not a realistic feature in the way you claim it to be

Other reason you want that 20 seconds is it gives people a chance to do something when you are capturing their cities. Otherwise you'd be able to capture cities crazy fast which wouldn't be fair imho.
