Shooting should be the first an only tech you max by far....
Anyone who tells you otherwise is full of poo.
After (and during, as you can) you've maxxed your shooting tech, you should be prioritizing marching, followed by scout.
After these two techs are well under way (they don't need to be at max at this point, but that should clearly be your goal) all of your focus should be on crop, attack and defense....in no particular order.
These are the techs that most directly affect you in your daily gameplay if your ambitions are to be the best you can be.
The important thing to remember is that tech is what sets you apart from everyone else. With a superior shooting tech, your cats can easily take down a general who is 10 or even 15 levels higher than you. Shooting tech is not to be underestimated, because cats are superior to cav in every way (except overload and defense), and shooting is the tech that most directly affects those units.
I can't stress enough the importance of shooting lv 10, though many will try and downplay it. Shooting tech, no matter what else, will make you much, much stronger than anything else you can do as far as upgrading, and this includes leveling up your general and increasing your attributes.
Please don't believe the hype about speed or marching. With superior shooting tech, it matters not who attacks first, nor how far you can move in a round. In fact, as any veteran general will tell you, it is often times more beneficial to NOT have a higher speed than your opponent, depending on the scenario. It is NEVER beneficial to have a Lower shoot tech than your enemy, under any circumstances. Situations where speed is concerned can easily be manipulated to give the slower general the upper hand.
I DO NOT wish to downplay speed attribute or marching tech. I merely wish to point out that the shooting tech is by far the most important tech for a general who wishes to destroy his opponents efficiently.
There will come a time when all your enemies will have a shoot tech to rival your own. At this stage, other techs become more important, but this will only happen if you have first maxxed your shooting.
There is NO ifs, ands or buts about it!!!!! Anyone who argues this clearly has not mastered the art of making their general as powerful as it can be at any given level!!!!!
