City bigger level

When I look at the map, my town is level 5, I have tryed to upgraded my main bulding, but the level is not growing - why ?

The level displays your general title. To upgrade your general title, hit 'Tasks' on the user interface then tap 'upgrade general title'
Make sure you have the required prestige (and) to level up =]
The main building only increases the peasent/whatvever 'people' you call them output, and decreases tech time by 2.5% each level

Pretty much everything you do gives you prestige:
- building an army
- building your wall (turrets, traps)
-harvesting hunts
- upgrading your city
- defeating player troops
alot of things

Every single thing you do gives you prestige except losing troops in any way, chatting, and upgrading tech, and scouting

Acctually, i should add, the lvl on your city displays your perstige title. So that means that if ,lets say, you have enough perstige to be lvl 13, but you dont have the treasure or you just havnt hit the "get reward" button on the general task, your city level will show lvl 13 even though you are still lvl 12. I hope that makes sence >.<

Actually, that WAS what used to happen. Now it doesn't. you MUST upgrade the title for a civi. change on the map.
A level 6 can have 1.15m prestige and still be level 6 with 6 civi. instead of having civi. 16.
HOWEVER, remember that the level 6 will only have level 6 perks (oasis, forts wise) the + side is the prestige adjustmant factor
