LVL 21?

i think they kinda added the extention when they allowed you to make a new account once you reach level 10.

true but you would be able to keep the prestige rank etc you would just have to have all the disadvantages of being a lvl 1 such as only allowed 2 crop oasses and 1 fort etc meaning people are always entertained

Maybe if you decide to start over (and it would just be an option, not a requirement) they should be rewarded with free VIP for life. If they've dedicated enough time to get to lvl 20 and then choose to sacrifice that lvl to start over I think they should deserve that at least.

i dont know it sounds like a big reward for starting over...
