support is currently your best option, be sure to tell them everything that you have tried to solve the problem

I've been having the same issue since the server maintenance a few days back. Every time I go into chat the message popups up but the rest of the game runs pretty smoothly. Oddly it will still refresh chat and I can see new messages on my screen when in city view. It just makes is really difficult to chat with the message popping up every time it goes for new messages.

FWIW I've soft/hard reset, uninstalled/reinstalled, and have had this issue on both 2.04 and 2.1 (which just hit the marketplace yesterday). Prior to that shutdown maintenance I didn't have this problem at all.

I had that problem pre 2,1, but updating from 2.04 to that seemed to fix that issue.

I've had this problem ever since I downloaded the app.
